As we all know, in the modern world, rights and freedoms of people are accepted part of high values to be protected by state leaders, international bodies, law-defense organizations, mass media and active members of civil society. For instance, the legal state conception of Azerbaijan Republic on its development process, intends to protect a citizen from any illegal affects, and aims the existence of fair and independent court.

In 1995, I was working as an attorney doing civil rights work in
Washington, DC. A friend returned from a trip to Siberia, where he
had been investigating the illegal trade in tiger pelts. Undercover, and
in the midst of discussions on a sale, the traffi ckers had offered to
sell him women. He asked me if I wanted to help him do something
about it. I said I would spend some time after-hours researching the
issue and see what I thought about getting involved.

For centuries,legislators have resisted the notion of positive rights in the field of
public protest and political expression.Whilst it might have been said that we were
free to do anything which was not otherwise proscribed by law,to say that we had
a positive right to assemble,to march together,to chant and to campaign –rights
that might be weighed against the undoubted rights of property owners, road users
or business people –was to swim against a strong current of judicial thinking and
an ever-rising tide of repressive legislation,which appeared to tolerate protest only
if it did not challenge or cause inconvenience to anyone.

The term “monitoring” has become fashionable in recent years, and is generally used to refer to various ways of studying, investigating, collecting information, and the like. Nevertheless, in its traditional sense the “monitoring” denotes an act of observation conducted over an extended period, either in a constant or intermittent way. In this handbook, however, we will also use the term to refer to one-time investihations of social reality.

This paper has been developed with the aim of assisting COLPI in identifying and formulating a new program line in anti-corruption measures that include a public awareness and an educational component, where there measures are not already covered in existing OSI program lines. The paper is divided into two parts which may stand separately, although a number of the themes and suggested approaches reoccur and could be developed with both branches working in association.
